Simple, there was more variety. Today most shows are ran by the same group of people who all haves ties to eachother rather than actually being a truly diverse group of individuals with unique styles, stories, and production management. Nick had the likes of Joe Murray, Klaski Csupo, John K, and Jim Jinkins who all had unique backgrounds before joining Nick. CN was much the same with the only two showrunners with similar backgrounds being Gendy and Craig. Today every showrunmer comes from the same exact art schools and vetted by eachother leaving no form of variety. Everyone draws the same, everyone writes the same, and everyone thinks the same. It creates a huge stagnation where no one tries to push each other to do better because they are too enamored by their friendships and not their projects.

Variety is the spice of life, without it all you have is death.

If you can sit down and marathon rewatch johnny bravo or cow and chicken as an adult and not find it kinda stupid and boring you might be mentally retarded. They objectively aren't that great. They're funny in slap stick comedy way but they aren't really something that's gonna keep an adults interest for long like they do a child. And besides style they aren't too different than modern kids cartoons. Kids love slap stick and gross out fart jokes and little simple adventures and those things exist just as much in modern cartoons as past.

I'll give that style has gone down. But story and characters are still more or less the same.

It doesn't mean they're bad. They're just not great or anything.

You could also try doing the reverse and showing kids today 90s cartoons. I've done it on kids when I used to work in childcare. It's a mix. They didn't like johnny bravo or baboon n wheasle but they liked ppg and Ed edd n Eddy and a lot of old superhero stuff. They still prefer modern spongebob and ttg. My niece is weirdly into youtube horror blogs and Peppa pig exclusively and she's 5. Children's interests got no rhyme nor reason that I can follow.

Keep in mind that this was due to Cartoon Network, Nickelodeon, and MTV all having programs where anyone could send in a pilot, and if it passed a bar for quality they'd air it on TV. Some networks even had programs where kids could call in and vote on what their favorite pilots were.

I think this hits on a big part of it. Back then everyone was forced to watch whatever was on the channel at the time, so there were more diverse programming schedules to fight for attention.
Now that the majority of people just stream exactly what they want to watch, networks focus on less shows in hopes of milking the value from them. But with streaming, you lose the discovery angle.
Flipping the channel to a random ass cartoon just after the title sequence so you have no idea what it is was always a high light. Turning on Saturday morning and finding a weird older show that’s only aired because syndication is cheap? That’s how I discovered the ghostbusters cartoon as a kid.

its weird how creators became superstars in the late 80s (don bluth, john k, etc), then it took off like wildfire in the 90s, and now that sentiment is dead

Most 80s cartoons (with the exception of Disney & Don Bluth) were nothing more than product toy placements. It's the reason why He-Man & all those other shows looked the same.

Nowadays, when one show becomes successful, like Adventure Time or Regular Show, you get shows like Thundercats Roar & Teen Titans Go!

Don Bluth shaped of the foundation of telling stories that were "too dark" for Disney's standards

Creators took more risks back then. It's the reason why Adult Swim show are better shows than CN.
