I mean it shouldn't be this shocking, its kind of a basic thing in writing that you need to build to things and sometimes the foundations aren't the most interesting part of the book but necessary for the climax to pay off properly
I think its actually a symptom of the show being mostly done before season 1 even came out. It makes the seasons into a cohesive whole, as opposed to every tv show that does one season at a time with at best vague plans for next season. Its like the difference between the original LotR movies, which were all written and filmed at the same time and the Star Wars Sequels, which is written more like 3 unconnected movies then a trilogy
