I could easily see a plot where she's tired of being "the normal one" and thinks if she finds magic of her own she'll be as beloved as Elsa. She goes on a quest to find said magic, gets in trouble, Elsa gets in trouble, Anna has to save Elsa (but like in a heroic, non-annoying way), Anna realizes her true worth was inside all along, and she doesn't even keep the magic by the end of it. If done well that could be a really good story.
But if they just go "WELL, UH, ELSA HAS ICE SO ANNA HAS FIRE NOW, BECAUSE PARALLELS/OPPOSITES" then yeah, that'd be shit.
