Remember, he says to Vader, "You are the last of their religion". I think it'd be like if in the US or such the Catholic Church was allowed to appoint generals rather than the actual military. Plenty of people would be pissed. It wouldn't matter if they were good at it or not, it's that they're being placed in a position of secular authority by an entity that has a specific moral, spiritual, and ethical ethos, giving a kind of theocratic bent to a purely secular institution that supposedly prides itself on individual freedoms.
