Because ultimately Female Empowerment is not about finding things that women excel at then praising that.
It's never about women forging their own path and doing something under their own power.
Female empowerment has been about following in the footsteps of greater men
Shown by "First Female to do X" or "First Woman Y"
Because they know it's already been done before by a man or many men. So already their possible list of accomplishments are just rehashing what men have done.
As a result the only way to make a woman feel special when surrounded by men who did it before her and in many cases then made it easier for her to succeed is to tear down men.
And yes it is pandering, and it's even worse because it makes women look pathetic.
In fiction it's never that a woman can't do something or has internal struggles to overcome. The problem is always framed as men holding her back or trying to stop her. It tries to tell women, you can do anything and the only thing stopping you is those evil patriarchal men.
It never tries to even imply to a female character that she's facing opposition for anything other than her being a woman. Which is done to make women think the world is against them
At best it makes female characters stupid and then expects female audience members to be equally stupid.
