>>114156476Despite magic and monsters, the comic takes a rather realistic stance on things like politics, so Hikiji is absolutely beyond Usagi's direct reach. At best he can spoil some of his low to mid tier plans. He could only hope to get Hikiji in an open war between 2 lords, but first Shogun would have to approve it by agreeing that open conflict limited to their provinces is the only solution to rising tensions between those nobles, otherwise the aggressor would be branded as a warmonger and traitor.
While most of Usagi's stories are standalone adventures, over the years there was quite some progress and character development, which you can notice when binge reading. Not to mention that in the last 3 issues Usagi made more progress as a character than he did in the past 10 years by doing something that was UNTHINKABLE until recently and it paves the road to even more development. Sooner than later (certainly not another 10 years) we may see a major change in Usagi's status quo.
