Peter Milligan wrote five or six issues after Morrison left, and they were just very odd. It really does read like a trial run for what he would do with Shade, The Changing Man a few months later.
Tom Veitch (not his brother Rick) then took over for a while, and the book became closest to a regular cape book for a while. It has a very abrupt ending.
Then Delano took over, and I'm pretty certain that he was re-purposing story ideas from when he was set to take over Swamp Thing back in the late 1980s (but he and Neil Gaiman refused to have Rick Veitch had quit the book after the Swamp Thing 88 Jesus debacle). The whole "total avatar of the Red" and "natural animal kingdom cult" could be easily swapped for Swamp Thing references.
It was odd, but coherent, which was better than what the last writer, Jerry Prosser, did for the title. I can't even remember much from it, and that's because of the walls and walls of text that he wrote. Here's a random page.
Unrelated, but I just remembered that Buddy had a third child with another Red-attuned woman, and she gave birth in the very last issue. I don't think that child was ever mentioned again.
