Everything in Toni's life was a twisted parody of Superman's.
He was "conceived" from the mind of a suicidal/homicidal woman who killed her child and constantly tried to kill him, and later raised by a mentally abusive father. His Lois Lane rejected him after he reveal his identity to punctuate just how different the world is in contrast to its golden-age comics tone. Against the backdrop of that kind of setting, Toni was trying to fit into the world, a la Superman, but from the angle of his mental state.
tl;dr the story is less about evil superman than it is about mentally ill superman in a shitty world.
