The Sayian Arc was, in many ways, driven by the clash between what Goku was and how that contradicted Vegeta's views on the world (even if Goku isn't ultimately the one to defeat Vegeta in this fight), and Freeza works as a villain in no small part because he represented the first truly irredeemable foe Goku had ever come across, pushing Goku to his limits. Goku doesn't change, but his demeanor changes the world around him.
Hell, he's a very similar character to Superman in that way. Superman is completely static, but that's fine because he represents an ideal and it's interesting to see him clash with characters that play off what he represents in some way. That's why Lex Luthor is such an iconic part of the Superman mythos, he contrasts Superman so well.
