The show is so stupidly written, she at no point makes Hector a real offer.
A real offer would have been "Carmilla abused you, she's awful, I've lived this way for centuries and I'm tired of it. She has an insane plan to take over the world, with no regard to how weak our borders are and how we're only weeks or months away from being attacked by our neighbor.

But she doesn't, she just lords over it how inferior he is to her, how stupid he is, while also telling him everything he needs to know about her personality and character so that he can use those things to destroy her later (not that he will because he's such a weak dumb idiot).
Also after she gives a speech like the one I described to him, she could then tell her sisters how she's convinced him she wants to betray them. The we, the viewers, wouldn't really know WHAT she wants and what's a scheme and what's a ploy and what's the truth, and maybe over time she won't really know either.
Something with a little more complexity and sense than "I'll rape him into submission, he is clearly weak and powerless and a tool, even though he functionally caused Dracula to die, that obviously won't happen to us even though we're weaker and with a fraction of Dracula's resources.
