Cartoon Network used to not give a fuck about a lot of content especially here in Brazil. They had some shorts called "Cartum Netiuorque" made by Brazilian strip artists with some gore (later they stopped showing during daytime, only during adult swim where they were even raunchier with sex jokes and nudity) and Monica's Gang with nudity. Toonami block was full of violence and sexual innuendo, they hardly ever censored anything, only what was really extreme like some really gory scenes on Saint Seiya. They also broadcast Samurai Champloo without censorship (late at night) even adding cursing to the dub.
After some time, around 2005-2008 they started to get a lot of bullshit from Brazilian congress and the new rating rules on tv, ultimately killing everything deemed obscene, violent and cancelling adult swim and Toonami. Nowadays the channel is super tame, they censor a lot of stuff from their own shows and hardly ever show anything questionable.
