Perception is limited by physical reality. The brain can devote more processing to perception, but this is more of a false sensation of slowness as a byproduct of recognizing a ton of data at once. Which the brain can get better at through practice. This is aided by the brain's ability to predict needs and movement. Which also gets better when pushing the need to do so.
Which gives speedsters a much needed nerf
There is no god damn point in making them so strong then needing them to job constantly so they don't ruin the story. while also giving a CLEAR difference in experienced speedsters. A new one is probably limited to short bursts. An experienced one can still beat a commercial flight across country and fight at speed rather than using spurts of speed. Much more dangerous. Sure we don't have world spanning punches, but those come at the cost of making small scale conflicts look shit and requiring contrivance to keep speedsters in check. This also makes sure that speedsters have some minor dependence on other people, organizations, or technology. Also prevents overflow of retarded secondary abilities like super sewing. And gives failure consequences.
This will apply to everyone. Physical reality has limits. If you exist physically, you obey no matter if you are supposedly a cosmic force. Trying to overcome this limitation is no different than ripping yourself free of physical reality. Which is back to square one on needing to be physically present. We don't need a second arms race recreating this stupid ass problem.
Finally, speedsters get the logical secondary benefits of their bodies. Shockingly tough. Capable of leaping great distances with a bit of run up. Punches at speed are devastating because we're not softening physics for them. And experienced speedsters can take in and organize a lot of information at once.
