Harley Becoming a hero and feminist icon makes sense. Its just been handled really poorly by DC in recent years. It's even in line with her original characterisation in BTAS just look at the episode "Harlequinade".
She's a survivor of domestic abuse, who threw off the shackles of her toxic relationship to find herself as her own woman, eventually pairing up with an ecoterrorist ally and a master jewel thief who both straddle the line between straight up rogue and unreliable ally.
It makes sense to turn Harley into a hero, you start buy having her go off to start her own villain enterprise, then make her an anti-hero then just straight up feminist good guy.
The problem is there is a lot of nuance in setting that up that DC hasn't;t done in the main continuity. They flip flopped on wether she was a hero or a villain for ages, had her blow up a bunch of video games in the hands of children, then a movie came out so they said "fuck it she's a hero now" and it happened way too quickly and everyone was way to accepting off it.
and this has been done well once. in the injustice comic. Harley straight up blew up a city, was public enemy number one, was hated for years. became an uneasy ally. made close friends in the hero community and was only accepted after she had spent considerable time fighting against a greater threat.
