If you had to give cartoon network a peak it'd probably have been like three or four years before that point when there was even more original programming and anime imports were a regular thing and so were lots of reruns of classics. The network had variety.
By the time this image was made we'd already seen a lot of network mainstays get put on deathly hiatuses or creators begin to leave. It wasn't a major thing that was happening YET but it was kinda obvious there were less classic reruns, less imports, and fewer originals that were just getting rerun more.
The only reason you could ever mistake this for being a peak was because a few years after things got so fucking bad.
