That and keeping Toffee as the main bad for the 4 seasons and that's it. No Mina, no Meteora, no Eclipsa, Globgor, and nothing else. Just Toffee.
He doesn't have to interrupt the fun either, he's still this ''event villain'' that appears only on the episodes that make an impact in the characters.
Ludo is the base villain that pops up in the majority of the episodes just for fun and silly episodes (with his s2-onwards personality like this anon

Toffee on the other hand as the villain that pops up to challenge Star. He's this walking embodiment of a test that appears to give her a hard time, only to be defeated at the end (Like the Sideshow Bob episodes in the Simpsons).
She eventually learns how to use magic thanks to him and she's now able to return to Mewni. The end.
