Divorced from the context of other issues, you're left with: "Bad things are happening and the hero will tell this guy, meanwhile the badguy is quickly deposed by other badguys because his lackey screwed up. Badguy meets goodguys, argues about what to do, then throws lackey out of the issue. It turns out some other good guy is spying on new badguys. Other good guys angst about badguy. Good guys come up with plan while we learn what badguys will be doing." There's no hook, there's no central conflict, the issue read as "this and this and this and this" rather than "this and this, BUT this this, so this that, HOWEVER that this, etc." It has no standalone value, it's just setting up future stories, giving some quick payoffs to past moments, and trying to make the reader get excited for future moments. What does it offer on its own?
