Neither Wolverine or Punisher are truly about Justice, they're both about being violent prone people with issues who in general try to aim their murderous rage at bad people. Wolverine has definitely killed people in more hasty and more petty ways though, while at least Frank is methodical and autistic about only killing people who absolutely deserve it most of the time through his usual plot armor, while Wolverine being "wild" is part of his character so of course he's got a hair trigger temper.
Point is, if you think Wolverine operates or kills by a higher moral level than Punisher, you probably haven't read much about Wolverine that wasn't him being part of The Avengers, because he's not really different than Punisher in terms of relishing in violence and not caring about taking lives of anyone he sees as a badguy.
