But, Pavel, by and large, seems to be the only one we can really call point-blank evil. But even then, the show clearly establishes that Pavel has grounded rationale for doing what he does.
Clu runs the Grid like a mad Roman Emperor. Citizens are grabbed off the street and live in constant fear. Guards kill programs for minor infractions with no consequence. Clu can brainwash anyone he so desires into an obedient servant. Really, working in the military is the only safe career path. And even then, your job security is on a fine line. As Pavel himself notes in Scars Part 2, Tesler could be thrown out at any moment and Pavel would be sent to the games or killed right on the spot. Or, heck, Tesler could wake up on the wrong side on the bed one day and decide to murder Pavel for a relatively small failure….

But still, he’s a man trying to live safely and in control of his destiny in a world where such luxuries are rapidly disappearing. It doesn’t matter who he has to step on to get his way, and it certainly doesn't excuse the things he's done, but it’s hard to fault him for wanting to stay alive.
