of course badly written character is what it is, but it doesn't mean one can't do a good story using the same character - though the problem lies in defining said character's core elements (which have to stay for the character to be the same) and fattening that can be cut away; this is especially important in cape, where a character can and will have different people writing them - and sometimes it will end horribly (see King's Batman: is Booster an awful character just because he got shat on there? certainly in this book, but not overally)
which is why you can have different takes on the same character get radically different receptions: see Joker, Phoenix's or Ledger's takes are lauded while Leto's or Scott Snyder's are seen as cringeworthy
you could make Ebony Dark'ness Dementia Raven Way a compelling character, all it would take is a lot - A LOT - of working around the flaws, but it is possible
