And the way Blue was talking "We're tired of your excuses, Pink!" also says to me they were reaching the limit of their patience and would not tolerate Pink's lack of colonizing for much longer, again suggesting it was later in the war.
The cluster may seem huge but it's still a microcosm compared to the vastness of gems. I do think the Diamonds didn't think it was no big thang, just a persistent nuisance and not a threat
