It can also happen if the limb would otherwise be too short to properly convey the action, such as Harvey's left arm being so much longer than his right so it can properly portray the action of raising his fist over his head. Here's a pic of Harvey's arm normally, wherein it actually matches to his overall anatomy, and doesn't have to be hoisted up to keep from dragging on the ground. HB also used a visual trick, also shown here, of just moving his arm closer to the area where it was needed to be to make it still appear as a more proper length instead of always stretching it.

I also don't remember saying "these strict model sheets look terrible." It's obviously a bunch of attempts at what the final character design may look like. I also didn't say "they look bad in motion." They look bad from a stationary position, just how they are.
