Because one, any "60s anime" (there was like Astro Boy and Gigantor, Voltron is 80s) was all in the dead of night, like the 5:30 AM block. As was old reruns of "Late Night Black and White", "Toonheads", and "Popeye" for a little while.
Two, as far as the syndicated reruns taking up the block. Also not true. When AS expanded to weeknights there were usually anywhere from zero to three FOX episodes leading off the lineup on any given night. Though they did play the short-lived stuff like The Oblongs and Mission Hill too often, imo.
Otherwise what else? Brief Pee Wee's Playhouse and Saved by the Bell gimmicks that didn't last long or aired in the dead of night. Annoying, maybe, but still on brand for AS.
Also the Tom Goes to the Mayor thing, it was on, but not as much as you think. There were plenty of other new shows at the time getting just as much airtime as well as the original AS shows in rerun rotation as well.
