First, you have a bunch of war-profiteering scumbags who make machines and hire mercenaries to fight on their behalf since practically all of them have negligible combat skills.
And then there's General Grievous: a poor bastard from a backwater planet whose life has been torturous since childhood but in contrast to the rest is an actual warrior with honor, who is involved in the whole ordeal to begin with because it was an obligation imposed upon him, not really because he is fighting for his own benefits.
Making him be another moustache twirler not only is inconvenient to his design but also ruins the whole dynamic of what I described above.
Was Lucas too dumbfounded to realize any of this or does he genuinely enjoy the notion of making his own villains look bad?
