X-23's popularity began with X-Men Evolution, a TV series, and the unexpected popularity of the character kinda made her Marvel's Harley Quinn - a TV concept that got brought into the comics. Her first appearance wasn't really liked by many, but then she got two miniseries that are still storytimed on /co/ (and, for some reason, /tg/) to this day. The character achieved extreme popularity for her relatively minor level of exposure, and after that started making regular appearances in a bunch of X-Men series, where she was generally one of the fan favourites.
After the X-Men were put in the freezer zone by Perlmutter, Marvel knew they still wanted to capitalize on her popularity, but weren't sure how. They tried a bunch of times, but never really understood what people wanted (i.e. they wanted the character, but they also wanted good stories). Eventually, Bendis got put on X-Men, and he immediately rewrote X-23's personality. And because he's Bendis, other writers took his take as canon. And then that leads to Taylor, who makes the character even more banal in her run, which while not actually very popular in terms of sales is pushed heavily by Marvel for several reasons (diversity, the prominence of Laura in LOGAN, etc).
