>>112298931It's a government which affords the people with the maximal degree of liberty and security possible, completely disregarding the actual political system involved, because different peoples in different contexts may only be able to achieve maximal liberty and security through governments that do not inherently align with each other. The actual well-being of the people transcends the form of government involved so long as it gives them their ultimate ability to be both free and secure. A monarchy for example be better-suited to ruling a given people than a democracy due to certain developmental, cultural, and even geographic factors, but so long as it affords them the best degree of life that they can actually obtain, it is worthy. In many or most cases this manifests as a democracy, but this is not necessarily the case. For example, Napoleon Bonaparte granted his peoples with a degree of both liberty and security unheard of in Europe at the time, exceeding even the French Revolutionaries that came before him, but was far from democratic.
The context of a given society or period in history is important to understand what can best bring the greatest degree of prosperity to a people within that time-frame, while also ensuring that said prosperity is actually sustainable.
