>>112270028Children aren't the ones who make any sort of decision like that. Its entirely an issue of parenting. There's nothing you can do if your parents are addicts or encourage or enable drug use in their children. Double that with the fact that the pharmaceutical industry makes mad money selling meth to kids with ADD and heroin as part of a pain management plan and there was never an incentive to get people to stop actually using drugs.
It was a huge moral panic over the fact that kids would buy drugs without addressing the fact that such a thing was only happening because their addict parents were giving them the money so the kid could go buy the drugs. If they get caught nothing bad happens because they're minors, otherwise parents were basically using their kids as drug mules, and if you ratted them out you ended up in foster care, which would be even worse than living with an addict parent(s).
