Look at the stuff made by Disney in the 30-40s, everything is made by a couple of guys slaving away, so you see genuine effort in every frame. Then Disney realized that you could have a single LEAD animator supervise the animation of characters and events, and you could train of cultivate these by having trainees do in-betweening.
This is in some way for the same for CGI, except there is NO individualistic demand on any part of the animation process. One programs the skeleton, another handles modelling, times the different "lumps" of a character. Its difficult, but everyone constantly has to wait on another for progress to be possible. You can´t just strain an effort to complete or improve, you literally have to wait for a whole team to organize and complete their part of a given sequence. Even more so because you have to render the digital-frames.
Also, because things are handled digitally, suits/execs can intervene and organize changes easier, which means CGI is more prone to the board of directors wanting change based on audience preferences and playing it safer.
