Back then, Donald (and Mickey and friends) didn't have his own universe but lived in non descript farms, cities, then Burbank, Hollywood... Duckburg arrived and was cemented later on (it was only first namedropped in 1944! The same year The Three Caballeros came out, but back then it didn't have any of its famous landmarks yet, like the Cornelius Coot Status, Killmotor Hill or the Money Bin)
You're right in that nowadays his world is pretty much established as being populated by birds and dognoses, and sometimes pigs, cats, foxes and rarer animals. Though I think Xandra being a human-like goddess is a nice compromise between giving a nod at the 1944 movie and not breaking the bird/dognose establishment. After all, gods and mythological characters being the only humans is a thing in comics, notably Don Rosa. It works for me.
Also, Angones is a hack and I hope he never ever mention LOT3C again.
