She was someone insecure in herself in comparison to Superman, quick to anger but tough as nails. Much like DCSHG's Supergirl.
Instead of continuing to develop that with new traits, they just made her Conner's self-insert and fanboy wet dream. They did that totally forced "explanation" for her boob window to try and act like the character still had anything to her.
It's the same as they later did with Harley Quinn. Any flaws the character had, anything that made them interestiy, was scrubbed out to make them into an annoying female power fantasy and nerd fap fodder.
