Before Lola Bunny, all the girls in Tiny Toons/Animaniacs had no clothes, fewer clothes, occasional open bathrobes, changed in the locker room, whatever. After, they had to follow the same rules as humans. on Disney's side, Tale Spin had similar rules.
the shift in cartoons through the code was a bit more subtle. All the half-dressed characters stayed half-dressed; it's mostly their behavior that was toned down. My guess is they kept the visible underwear part of Minnie's model so that they could retroactively pass off the bloomer gags as wholesome. and WB probably avoided criticism by avoiding women characters in action settings altogether, and using cross-dressing gags to get that same subversive feeling.
we'll probably think of the 90s as another golden age, considering the stylistic shortcomings of a lot of 2010s stuff. Much as cheap cartoons flooded the market in the 60s and 70s. Every so often, a studio will realize that they get what they pay for, and decide to pay for something, and golden ages happen when enough studios do that at once.
