But Lars has him beat in episode count, the fact that Lars served as Steven's training in developing his talk no jutsu and sing no jutsu and the fact that Steven was close enough to him to body switch, as well as the fact that Lars could have escaped but choose to stay with Steven going to Homeworld.
Greg never really developed much as a character besides accepting that his son does dangerous things and then becoming loaded. Lars straight up developed from antagonist to Lion-tier support, alongside and strengthening Steven in a way that Greg wasn't (not to say Greg and Steven's relationship isn't important, but for the overall arc coming up which seems to be accepting negative emotions? Lars has Greg beat).
Also Sadie being a fighter was dropped-- but Lars could still develop some crazy tech if he practiced with portals and running on water and shit.

Even before he became a space outlaw, he was always growing and developing, from a depressed whiny teenager lashing out against his own isolation, loneliness and boredom with his life into a man that can bring people together, and get things done -- all thanks to Steven's continued influence in his life, which helped Steven grow.
