My point is that;
1: The Rogues need a powerful hero. These guys are not fucking around, they are designed to deal with a guy on the Flash's level specifically, employing creative and colorful ways to deal with a seemingly invincible hero. Someone more mid-card like, idk, Black Lightning is going to have serious trouble with dudes like Mardon or Scudder alone, let alone the Rogues's social situation.
2: The Rogues need a busy hero. The reason the Rogues as a team or a union exist at all is because Flash is often busy dealing with one of his more psychotic enemies, or damage control. Flashes can DO detective work, but remember the rogues as a union evolved around Wally, who didn't have Barry's scientific skills and often needed to call on allies for help with that. (This is a good thing, superheroes need their supporting cast.).
A guy with resources like Batman or even Green Arrow is going to be much better equipped to disrupt a 'secret' organization like the Rogues, because the Rogues are specifically a response TO crime in a city protected by a guy like the Flash. That's what's so appealing about them, they're a well thought out, logical approach to keeping crime going in a city protected by fucking Hermes.
So ball's in your court. How do you transfer the Rogues to another hero than the one they're designed to oppose and frustrate without losing their charm or making them the low-card jokes people think they are? Who is the right mix of powers, dedication, and resources to force the Rogues as an organization to exist at all?
