If what you really meant was "why are webcomics typically so slow?"
1. Most webcomic authors are newbies who don't understand the craft yet.
2. A lot (not all, but a lot) of them are people who tried and failed to break into the market because they suck.
3. The lack of a boss usually leads to poor pacing and planning.
4. Several webcomics are designed to last forever.
It's not actually hard to have a fast paced webcomic. Write stories that are 7-to-15 pages long, update 2-3 times a week. Keep your story at a length where it can end in two years. Webcomic authors just tend to not understand planning around your output.
