Why do you think we have masks that cover the mouth, mouth and nose, eyes, eyes and forhead, eyes nose and top of head? Because what has been concealed is enough to make it alot more difficult to determine who you are by basically having to guess what you look like.
Half a forehead and a tuft of hair, isn't anywhere near enough information to identify anybody.
