For starters, these "comical folktales" were subpar in comedy, and it's questionable whether they were actual folktales. You want to say the crows in Dumbo were entertaining? Sure, I'll accept that, but when the highest highlight of your film is a segment about how a red man is red, that's just poor.
As for the line about lynching, it's just snappy and to the point about how in that era, this was "proper" if awkward, yet so many of the freedoms we take for granted were disallowed because they were "improper". Hence the Emmett Till jibe.
