Hazbin Hotel is made largely of people who are creative artists that had most of their work from tumblr.
People from tumblr (or, really, most anyone from this age group and/or from this creative branch of the internet) tend to have a similar culture in being counter-culture to "YE OL' AMERICAN VALLUUUUEES". Hell is generally depicted not as HELL HELL but as... Neo Hot Topic, I suppose is the best way to describe it.
A counter-culture wonderland where they get away with any shit they want. You don't put things you dislike in your Wonderland, you put things you do like in there and THEN try to explain it away. LGBBQWTFOMGT culture? In hell. Specific type of music? In Hell. My philosophy of goodness in people but doing bad things to people that "mess with muh loved ones"? In hell.
Now for actually villainous scum that should end up in hell like Stalin, Hitler, Gacy? Notice how they never actually show up. And actual terrible awful crimes are played off for jokes. True it's a cartoon and it's supposed to be jokey but I've seen webcomics, fanfics, and others where it takes itself more seriously, and it still plays off the worst shit as jokes.
I bet you anything they'll take a stab at Christianity and other such common classical western depictions of "good" as something evil, it's another trope. Whether you're Christian or not, it's disconcerting how much it's bashed on.

That's the religious version but we see a lot of the same ideas and executions in other areas. Bullying, sexuality issues, gender issues, lifestyles, and it also extends to more neutral areas that get really concerning.
Props to Hazbin Hotel though; none in the pilot
