Norton didn't even bother to promote Incredible Hulk because he was sulking over not getting a screenwriting credit, as his constant nitpicking hadn't resulted in what counts as meaningful changes (ie new characters, new scenes, major changes of plot points in the shooting script, without which the original screenwriter gets the credit - even though characters which remain may be basically walking exposition, scenes may be drained of any feeling or energy etc etc)
Norton's most recent claim as to why he didn't return was that he didn't want to be typecast playing the same character over and over, which is so ridiculous it's not even worth considering as true, given that he'd only played the character once and wasn't even asked to cameo in the three other movies that came before Avengers
Incredible Hulk itself was given mixed reviews on release, some of them praising it, others basically just saying the script is dead and lifeless, very little of it makes sense and it relies heavily on knowing the old Bixby show as well as only a then 40 year old boomer would, and it made a slight loss which was only offset by the success of Iron Man that same year; if NortonHulk had done that badly as Marvel Studios' sole initial offering, there would have been no MCU
