And the fact that he has multiple powers (bubble, shield, heal, enhanced strength, float jump, limited shapeshifting) by itself is enough to rocket him to the big leagues of hero work. Todoroki is a powerhouse, and he only has 2 powers. Steven has, like, 7+. Outside of people that collect powers like AFO thats insane.
So in terms of saving people from harm, Steven is pretty top tier. He will, however, be at a disadvantage if he ends up in legit supervillain fights. There are plenty of forms of attack that exist in MHA that can render Steven's defenses all but useless, like mind control or teleportation/phasing. He wouldn't be likely to lose to aggro or direct damage enemies, but control matchups have the potential to be very bad for Steven.
All in all he doesn't have quite what it takes to become the next symbol of peace, he simply isn't motivated enough and he lacks the ability to bring down powerful villains quickly and easily to set a clear example for the rest of them. But he would easily be in the top 5 just out of the sheer number of his powers and how good they are when used together.
