Callum could do dark magic just by watching Claudia do it, although Callum's pretty talented at magic in general. The website for the series indicates in one section that humans were attracted to dark magic because it was easy and powerful, although I don't know if that's canon. Nuclear power takes a lot more investment, in terms of time, money, manpower, and learning.
