A casual glance at western cartoons from the last 20 years shows you that cartoons often have extremely limited animation. You know why anime does the mouth flap thing? Because it saves them time to have characters actually act and be illustrated. I want you to look at any cartoon playing right now and notice how little characters actually move if you ignore the lip sync. The kicker? americans do fucking TERRIBLE lip sync on animation and I'm not sure why, everything is over ennunciated visually.
At this point its flat out wrong to say anime just puts all the animation into one sakuga scene an episode. Its been decades since production practices got good enough that they've learned to spread the sakuga out over the entire episode and only splurge on a few shots here and there. If you'd open your fucking eyes and actually paid attention to which studios do what, you'd quickly realize that there's a consistent feed of high quality animation from the same sets of studios.
Even if we ignore animation in and of itself, anime objectively has better cinematography and shot composition across the board because directors there aren't just animation specialists but actual fucking tv show directors, they objectively have more varied quality writing that comes from real writers and not some shitty enclave of animation storyboarders, they objectively have better production value when it comes to art direction and background design because their source material demands it, and objectively speaking anime productions are generally just more fucking professional than western productions.
