To determines if an action fails or succeeds it has to meet you roll a dice and see if the rolled value equal or surpasses a certain value. The stat adds to or subtracts from the rolled number.
For example, if you wanted your character to lift something you would roll. You have to get an 18 to succeed, and you do roll an 18. However, you can still fail if your base Strength stat is too low as it will subtract from that roll of 18 making it count as a 17-14 instead.
In this case from what I can tell if he had an average Willpower Stat than a roll of 25 would have been enough to resist the spell, however, since the stat was so low the roll counted as less than a 25.
