Shit, it wouldn’t even be out of character.
Dude is an fallen/unfallen angel who just wants to “create the ultimate lifeform, master of the balanced power of good, evil, and nature chi”. For no reason other than to do it, not as a weapon to take over the universe or to fulfill any prophesy. Just like, to see if it can be done.
He accomplishes his goal, and as he’s being killed by the guy he’s just totally happy he succeeded and doesn’t try to defend himself or get away at all.
You can argue some subtext. An angel caught between god and the devil protecting a biological mortal third sibling decides to fuck off until the three destroy each other, and in disillusionment decides to create a hybrid of all three to be his new master. Between the three planet gods he’s just a sapient meteor, who refuses to be part of the struggle between bipeds and planet gods who transform into bipeds, floating in a throne and letting others do all the physical work even when it ruins his plans.
But taken just as whats in the series, he’s like Shredder from the first TMNT movie who just resurrects dead people, manipulates stupid people, and keeps a pen of kids all for some vague master plan that turns out to be an elaborate suicide.
