If we lived in a culture where most homosexual relationships were *not* based on consent (something like ancient Sparta, where men took boys who were not capable of consenting), then I'd argue that it would be more important to combat this assault and harm than it would be to promote the healthy minority. So, the same sort of logic applies here: though I acknowledge that there can be consensual incestuous relationships, given that the vast majority are not, it's not appropriate to ever promote it.
