Spider-Man, Wolverine, Superman and Batman are "A-List." There have been moments when Deadpool has been. These are characters who can sustain multiple ongoing books simultaneously as well as making frequent appearances elsewhere, who are known widely for their appearances in other media and by the general public.
Captain America is B-list. He can sustain one series at a time. Very respectable, but not on the same level as those top-tier characters. Iron Man, Hulk, Venom. They're all well-known, well-liked, but they don't dominate the industry the way A-listers do.
Then we have C-listers. Gambit and Rogue. War Machine. Dr. Strange. They may have series now and then, but it's not a given. It can be years between the end of one run and the beginning of another. They're still known outside of comics, but they're mostly known as parts of ensembles or guests in other peoples' books.
D-listers are characters like Samson, who at most get a mini here and there and aren't well-known outside of comic readers and might not even be well-known to the average comics reader.
