Can you really blame Hong Kong? One thing people in the west don't get is that China is not an unified country, it's a bunch of different countries, each with it's own language and culture, all ruled by the same dictatorial regime. Hong Kong is no different.
Imagine you, in America, was actually ruled by Mexico. Your president is from a different country, doesn't speak your language, he's even from a different race and ethnicity. That's the aquiles heel of China, the can't keep their vassal states in check without repression and violence, but by doing so they end up tarnishing their international image.
That's why you have insane stuff like the "Reeducation Schools" that are concentration camps in all but name, or stuff like the Tiger Chair, which is a torture device in form of a padded chair that the CCP claims to be very humane and comfortable.
