The comic is funny because despite Rorshach asking the wrong question, thus ruining the joke, Manhattan still says the punchline.
The comic gains an additional layer of comedy due to it depicting a dramatic moment in which Rorshach is killed by Dr. Manhattan yet their conversation being a lighthearted ligma joke.
