At no point have we really seen an inorganic being become a heartless, given the digital heartless in KH2 came from outside of the datascape. Pinocchio lost his Heart at one point, showing that inorganic beings can have hearts, likewise, the general implication that Tron had or at least developed one.
With how vague a "Heart" is by Kingdom Hearts standards, I think, hypothetically, the gems would have Hearts
If I understand Nomura's insanity correctly, a Heart, in the KH series, is your very being, but not your soul. It's your memories and your connections to others. I suppose that makes it like your cognizance, in a way. Assuming I understand that correctly, I believe that yes, gems could probably become Heartless
God fucking damn that's a collection of words I just wrote and had to think out. Kingdom Hearts becomes increasingly insane the more I have to actually think about it.
