Because network tv is built off the back of sponsorship. Kids channels are a prime hunting ground for impressionable shoppers that companies can exploit. Cartoons are just a bait to get kids to see commercials. If a show can sell merch of itself, then it’s a win win. But a show with no merch is basically hogging good air time for something that could be making them more.
Short version. Good cartoons don’t mean to a network what they mean to an audience.
