It's like Civ. You can win and lose a number of ways. Sure, you can conquer the world or be destroyed by someone else, but you can also win by way of technological progression or diplomacy. In the case of the latter, outside of game theory where there can only ever be one winner, you wouldn't be the only one winning, but you would still win. Winning doesn't always have to be accomplished by way of competition.
At the end of the day, both men seek the endgoal of mutants thriving, and thereby winning. Magneto absolutely believes that for mutants to win, humanity has to lose, but there is a logical line of thinking that Charles could adhere to that mutants as a species can win not exclusively because of humanities loss, but peacefully alongside humanity for however many remaining days it has.
Then assuming Charles thinks that way, from that standpoint, his mind just got it's shit pushed in by 9 lifetimes that showed that no matter the tactics, it didn't matter what Erik or he did. Neither of them ever got what they wanted in mutants thriving because no matter the tactic, mutants always failed to thrive and therefore lost.
