Alds can leave Alderode (or at least are physically capable of doing so), they just can't form communities outside of Alderode without systems for getting couples back home so they can conceive within the Dammakhert. Legally getting out is another story, although I'd wager most Alds don't want to leave at all (for legitimate reasons, or for just propaganda).
